I think options are different than rules in that when we have options we actually have more freedom because God is not forcing us to to do anything.  If we only have one option (i.e. God or nothing) then the reward would not be very great because we would have no other choice. However, we do have the choice to love Him or not, to follow Him or not, to obey Him or not. Though there are things He allows in His Kingdom and things He does not, (i.e., evil, sickness, fear are not permitted in the Kingdom of Heaven) we always have the freedom to choose. This is different from rules in that rules imply that one will be punished if they are broken. Rules may say; &quot;You did not wait to have sex until you were married, so you are being punished by not being able to conceive.&quot; The two may not even be correlated, but religion often assumed there is always punishment for rule breaking. The punishment was taken at the Cross - It is Finished. The consequences we suffer as a result of not choosing His Kingdom are the results of what happens when we do not act in the best interest of what God has for us. He places boundaries in His Kingdom because He knows what will happen when we act outside of those bounds; it will not be good for us. Rules help us to feel in control of our salvation, while in reality it was never in our power to save ourselves. We always have the option not to be with Him, but it is so much better for us when we do because our hearts are designed to be connected to His.

It shows the soul deep, way down deep, hurts and needs that are reflected in rebellion and thus in the need to control.  Rebellion is lonely and agonizing, because the needs that are not being met are loneliness and agony.
